One can appreciate the political vision behind this voyage to Iranian Kurdish territories; vast landscapes and occasional stops toward the destination of a government official tracking and deterring Kurdish women from a desperate protest that invokes mass suicide, have their appeal, but the odd proceedings and the narrative slackness makes this ineffective and cinematically conventional.
